The Guangzhou Municipal Industry and Information Technology Bureau has completed the acceptance and review of relevant project applications in accordance with the requirements outlined in its "Notice on the Application for 2025 Waste Power Battery Second-Life Application and Disassembly Recycling Projects." The official list of 2025 pilot demonstration projects for waste power battery second-life application and disassembly recycling, along with their corresponding funding reward plans, has now been announced.
Under this plan, one second-life application demonstration project for waste power batteries received a reward of 4.89 million yuan, while another disassembly recycling demonstration project was awarded 22.98 million yuan, bringing the total rewards to 27.87 million yuan.
SMM believes that the essence of second-life application incentives is policy leverage, which in the short term aims to rectify market failures through economic incentives, and in the long term drives the industry toward technology-intensive and capital-intensive transformation. Future efforts should focus on three key areas: strengthening non-subsidy tools, expanding application scenarios, and establishing a unified national market. The ultimate goal is to shift lithium battery recycling from "policy-driven" to "market-driven," achieving a balance between resource circularity and economic viability.
